APILS Statements at the First 2025 Session of GGE LAWS

The First 2025 Session of the Group of Governmental Experts on Lethal Autonomous Weapon Systems (GGE LAWS) took place in Geneva on 3–7 March 2025.

The Group discussed revisions to the Chair’s rolling text, which consists of five sections or “boxes”. The boxes do not have headings, and there were divergent views about the utility and appropriateness of headings. That said, the boxes broadly address the following issues:

  1. Characterisation of LAWS
  2. General application of IHL, Martens Clause and human-machine interaction
  3. Prohibitions and related measures
  4. Regulations and related measures (including legal review)
  5. Accountability and responsibility

APILS participated for the first time in the work of the LAWS GGE and delivered four statements:

In the spirit of reconciliation, we acknowledge the Traditional Custodians of Country on which we work and live, in particular the Dja Dja Wurrung, Gadigal, Ngunnawal, Turrbal, Yuggera and Wanggeriburra peoples. We pay our respects to their Elders past and present. We extend that respect to all Aboriginal and Torres Strait Islander peoples, and recognise their connections to land, sea and community throughout Australia.

We are committed to fostering an environment that respects and values the diverse backgrounds, identities, experiences and perspectives of all individuals. We believe that promoting equity and diversity enhances our effectiveness and ability to achieve our mission.
